I'm sorry, you're saying RICK FREAKING RIORDAN has a character that isn't well written? And also, a Mary Sue is a character that is unrealistic, perfect, or without faults. If you just named what you claim to be her faults, you're contradicting yourself by saying she's a Mary Sue, which she is not. Yeah, Rick Riordan will not have a well written character when...well, he never will, 'kay?

I'm surprised you think he 3rd person perspective is done wrong...personally I much preferred the writing style of HOO over PJO, but I have always been drawn to 3rd person perspective so that might have something to do with it. I think the main reason people don't like Piper (though not everyone would like to admit it) is because their all secretly comparing her to Annabeth and of course, she doesn't meet the mark. We run into the same problem as many Jason haters, who think he's annoying because he's not as good as Percy . Not saying that's what's happening here, but I'm just making a generalised observation here.
One other thing I might mention...even though Piper may not have flaws picked up by other people, she certainly knows them and they make her upset and worried. Just think of when in Lost Hero Jason says that she did a great job in that hotel belonging to Boreas, and she replies in French that he wouldn't think she was good if he knew her secrets. She knows she has flaws she needs to work on and she is trying, like everyone else to fix them. I think the main problem is that, in MOA, Piper's character was used more to develop the story etc... and so she didn't do as much reflection on her actions as The Lost Hero.
Except that the other characters DO recognize her flaws in the story. She's jealous, she's dismissive of things she considers frivolous, and even both Percy and Hazel made at least passing comments that they didn't immediately warm up to her.
So honestly, I don't know where you're getting this "Mary Sue" label from for her. She has a lot of characteristics that make her seem perfect, but she's actually a decent character.

When people talk about a Mary Sue, it's a character who is perfect IN-UNIVERSE, meaning that no one notices his/her flaws. You know why Bella Swan is a Sue? Cause she acts like a total brat yet every boy in her series loves her. By your definition, BS isn't a Sue.
Don't know about you but HOO's writing quality is considerably lower than PJO's writing quality since Rick Riordan writes the third-person limited perspective incorrectly. In my opinion, he should have done it first-person, Kane Chronicles style.
Yes, there are fans that bash Piper needlessly and I can understand that you are tired of those hate comments but there are actually people who civilly dislike her for good reasons. Use Google to look them up.

When I read a book in 3rd person limited perspective, I think of longer, more complex sentences and limited information based on the narrator. What RR is doing wrong is that he's mashing first-person perspective style from PJO and third-person omniscient sentences together. Thus, we get short fragmented sentences from PJO and characters who can somehow "mind-read" others. I can take the mind-reading for Annabeth but not for the other characters.
I'm not comparing Piper to Annabeth since I like to read about interactions between people of unique personalities. In my opinion, Piper can be a good character if she can actually get development from someone noting her flaws and call her out on it. That's the main problem since the fans are probably tired of her not getting any comeuppance from her flaws.

The PJO fandom tends to be single-minded and willing to hate on characters for almost no reason (Rachel and Reyna anyone?). I dislike Jason for his jerkiness in MoA but the funny thing is that no one seems to notice that Percy is starting to become an ass as well. If you ask me, Percy seems more like Thalia 2.0. than himself in MoA.
