Ryan Yeah, there's a chapter where he just describes the view of Paris from the bell towers and a couple of other similar sections that are irrelevant to the plot. If you do decide to read it, don't feel guilty about skipping those.

Tesia I love Les Miserables and the HUnchback, but when it comes to Hugo digressions, I much prefer the 30-40 pages of the birds-eye view of Paris to Les Miserables' many multi-chaptered digressions on things like Parisian plumbing and general life in a convent and the battle of Waterloo (which were all interesting for like 2 or 3 chapters, but 10 or 20?) Anywho, if you're interested, I say read it! Its a magnificent book, if a bit depressing.
