Lisa Fire is also often seen as transformative and cleansing, a renewal. Ice is suspension until it changes form, yet one can't change form while suspended in ice: the ultimate holding pattern, I should think, and "annoying as Hell!" Haha. My best two cent guess, anyway.

Zaigham Shah According to Quran's version, sinners in Hell shall be granted new skins when the older ones are burnt in fire and the cycle will continue.

LB Maybe ice's clearness is supposed to represent the emptiness and futility of the people in hell?
