Witty, sweet, and full of heart, this might be the best Pratchett I've read so far.
When a kitty mastermind convinces the rats he could otherwise eat to join him and an orphaned musician boy in a con to trick villages into "paying the piper," the ragtag group goes on a tour to convince townsfolk that they need help removing vermin from their town with the rats making appearances and the piper safely playing them out unharmed for gold. The Pied Piper tale gone horribly wrong! Ha, ha! The rats have gotten into the garbage behind the wizard's university, and Maurice (a cat) has gotten into the rats, and now they will never be the same. For one thing, they can all TALK now.
Banding together, they hit the road and use the Pied Piper story as a template to extort their way to a tidy sum. The rats infiltrate, cause a ruckus, and then Maurice shows up with his hired kid who plays a flute to make an offer the town can't refuse.
