The practical parts are superb. I especially like the chapters about team empowerment, about developing competence and Appelos definition of competency (skill + discipline).
I can say from first hand experience that a lot of this seems to go into the right direction, since the team I've worked in for the majority of this year successfully tried out some of the (for us Germans) crazier ideas (like the value exercise, sharing personality profiles and running experiments with the team setup).
