This is one of those books that drove one of my teachers crazy, because she liked to neatly categorize everything. The only actual aspect of fantasy in this story is that, as far as we know, humanoid creatures as small as the Borrowers do not exist. There are no elements of magic, and Mary Norton did her best to have them obey the laws of physics, other than just being really small.
