I loved most of the characters, and most of the story, but I absolutely couldn't give it a fourth star because I thought the world-building was very sloppy, which I found distracting. The author never convinced me that her version of England [Victorian? The time period was fuzzy...] could have both motorcars and witch hangings. The two just never fit together. This is one of those books with an intentionally awkward writing style, making it difficult to read and follow. This frustrates me with some authors, but I understand its use. By the end, it all comes together and the broken thinking even makes sense, so I was enjoying it more and more as it moved along.
