This is an early book in the Department Z series. It has Craigie, but the plot is less espionage/foreign issues than most of the books in this series. The main agent, Hugh Devenish, has just returned from Paris on an undescribed but successful mission when he hears about a murder in his club. That's the only time Europe is mentioned.
