Mieville creates a city and its inhabitants (many not human), the steampunk city of New Crobozon, and immerses you in the horrifying story of Isaac, a scientist, and his friends as they attempt to fight moth monsters that are so deadly that to look on them is to be swept into their dreams and your soul eaten.

Slow in places but worth the read.

Some say this guy is the king of the New Weird Movement. I say this guy just writes a really good novel. Scar was good. Perdido Street Station was even better.
