This book is made up of two parts "The General" and "The Mule". The General is an interesting examination of how Seldon's psychohistory enables the survival of the Foundation even against seemingly overwhelming odds.
"The Mule" is an interesting attempt to throw a spanner into the works - an element of the unpredictable in the form of a mutant with special powers resulting in unforeseen consequences to Seldon's plan.

While my previous complaint about Asimov's treatment of female characters still holds true, at least the archetype he chooses for this second novel of the series is a more likable character. I had guessed the twist before it was revealed, but Asimov still did a good job of building up tension before it happens. This book also has more of a story line in general, although we still skip around a bit in time and space, nothing at all like Foundation's sweeping 100s of years.
