Dumbledore is recreating a army called 'Order of the Phoenix' against the Ministry of Magic and Lord Voldmort. Harry, Hermione, and Ron aren't allowed in the order yet, because they are too young. The Ministry still doesn't believe Dumbledore and Harry that Lord Voldmort is back, and trying so hard to find an excuse to expel Harry and fire Dumbledore.
