This was a great story, worthy of Brad Meltzer's talent, and the best work of Rags Morales' career. These two creators brought their A-game. They produced a dark and mature superhero story in the same tier as Alan Moore's Watchmen and The Killing Joke.
However, it tarnished several of the characters involved in story. There was a reason Moore used analogues of the DC-Charlton characters he originally intended to use in Watchmen. Moore explained:

Hands down one of the best graphic novels I have read to date....

This is complicated to review. Was it well-written? Yes. Was it historically important to DC continuity? Definitely yes. Was it exactly the kind of book that would never be written as-is in 2021 for some very big, problematic reasons? Oh yes. There is much to appreciate, but only with an understanding and to some degree acceptance of its shortcomings as a comic of a different era.
