If I can locate it, I will remove it. When requesting that volunteer librarians remove titles you see misplaced, it's helpful to provide a page number. I scrolled through the first five pages and didn't see it, so perhaps someone else got it; if not, give me a page # or book # to check, and I'll come back and scoop it off the list.

Yikes. Bold as brass. Were these longstanding lists, or fairly new ones? Did anyone's votes get removed along with books that were already on the lists? Was each of these lists started originally by the librarian, and if not, were the list-makers consulted before their criteria was changed?

It's incredibly annoying. I'm not sure it's an official rule, but it is certainly against Listopia etiquette to go around changing dozens and dozens of lists created by other users without asking permission or even telling people what you are doing. Not to mention these are completely unnecessary changes! Keywords belong down in the keyword section, not in the title itself. In one case, she changed a list meant for fiction and non-fiction to say non-fiction only. I reverted it back, but I have no idea what the motivation is here.

Last time I looked it was an egregious violation of Goodreads rules. I suggest you report this to the Librarians page. That, or flag something.
Back in the day, I am told that all members were allowed to be librarians. This was before I was a member, and way before Amazon purchased the site. But it was abuses like these that created a screening process, which alas, isn't 100% effective. But one dedicated troll can thoroughly trash a site, and it shouldn't be permitted to happen. I think if you turn this person in, she will either lose her membership or at least receive a somber warning.
Also--thank you for tracking this problem, and for correcting it, though it shouldn't be necessary.

I doubt this librarian is malicious, but the way she has commandeered these lists is concerning. At least there are no deletions of other people's votes, just changes to titles.

If a reader wants to add this book, they can do so by clicking on the tab at the top of the list. However, for an author to add their own book--or solicit others to do so--is considered author spam, and is a violation of GR policy.

Cindy, promoting your own book is a violation of Goodreads guidelines, and so I have flagged it. You may want to remove it yourself before the superlibrarians (higher level librarians than me) see it and respond.
