Will the number of votes we can use be adjusted, or stay at 8 for all of these options?

I think if we have less than 8, even with fewer options, we will just get spread out votes again.

If you have 10 choices and 8 votes, all the categories could get a similar amount of votes and then we’d have a similar situation where few get through.

Realistically though, I think between up votes and down votes that's not too likely to happen. And if a LOT of prompts get a similar number of votes, I would think they would all just win.

Unless there’s a big shift, 15 is leading. I think 8 votes on 15 prompts works fine.

If 10 won, I could see maybe doing 6 votes.

Not necessarily. My understanding is that if many have a similar number of votes but no clear few that have enough of a distance from the rest, it would be considered "no winner." I may be wrong, but I seem to remember it being explained that way sometime in the past.

There will be 8 votes to use, regardless of ther number of suggestions.

Winners are chosen based on having a significant number of top votes and a few bottom votes. If we had a poll where there were say 7 or 8 prompts that all lead the voting in top votes as well as had very few bottom votes, we'd have 7 or 8 winners. That just hasn't happened before.
