That's pretty much standard protocol on Goodreads, as far as I can tell. Perhaps it's an unstated expectation, but I see it all the time.
Sometimes I see new authors begging for reviews, and I wonder why they don't just reverse it--friend, then review an author they're interested in (without any formal arrangement!), and take it from there. If you're worried about cost, try taking it to the library; if you can afford it, purchase the other author's book. Either way, the author you choose to review will appreciate your interest.
Better than waiting around for someone to take notice, IMHO. And this way it's in your hands to choose an author to review your work that you really want a review from.
Just another way of looking at the same thing.

If you want me to review your book, send me a friend request on this site. Then we will send each other an electronic copy of our respective books, I will read yours while you will read mine and we will post a review on websites we agree on (Amazon, Facebook, Smashwords...).
Please note that if I don't like your book at all or if I see any problem with the content (error, inconsistency...), I will not post any review but will inform you of the issue. I hope you do the same if there is an issue with my book.
As far as I'm concerned, I have a preference for nonfiction books but I have nothing against a good thriller. Since I have just self-published my first book, I will give the priority to other authors who want me to review their first books.
