Hi Emily, I could be wrong, but it appears that we each play on our own board and then you collect rent from the bank when you land on a space that you have previously purchased. I do not think that you have to pay rent to the other players, but I could wrong...

Christina is right, everyone plays their own board. You can chose to either buy the Utility or just pass. Feel free to edit your post and make the adjustment.
