Ness stated that there wouldn't be a fourth book, but that he was writing a prequel about Viola's time in space which was published in 2010.
I don't think there's a need for a fourth book because he tied up all the knots and the plot points. To continue on with the story would be like trying to continue on with the Harry Potter series, it would look desperate and be kind of a noobish action as an author. If Ness wanted to write another book he would have left unanswered plot points. The only part that was left open was that Todd needed to wake up from his coma.
So personally I don't think Ness could have made a better ending. Both powerhungry leaders were dead, aliens and community were shakily coming out of a war, and the planet was preparing for a new age. Ness was at a crossroads when it came to the end of Todd and Viola's story. He could either have a bittersweet ending and have Todd die, or he could have done the cliche happy ending and have them both live together on the planet. Instead of having to make such a hard decision, knowing that there would be readers that dislike either ending, he decided to leave it up to the reader to decide how it would end by leaving Todd on the brink of death. That way readers that wanted a happy ending would believe that he woke up and lived his life with Viola and Ben etc. Those that wanted a more bittersweet ending would have had Todd either die after too long asleep, or even wake up and find out that Viola had married what's-his-name because she believed he wouldn't waken. There's a lot of other possibilities that could have happened, but I've proved my point.

OMG PLEASE PLEASE PLEASE PLEASE PLEASE PLEASE PLEASE PLEASE PLEASE PLEASE PLEASE PLEASE PLEASE PLEASE PLEASE PLEASE PLEASE LET THERE BE COME ON!
You can't let it end like that! I want my baby Todd to a-wake up and punch Viola in the face because I don't like her. Then I want to know what happens with the settlers from the ship.
