If I claim a character, can I change the age? The character I chose would be out of Hogwarts...

It really depends. Which character? Because all of the ages are calculated so that they are exactly how old they would be if this was actually happening. :)

I'm sort of confused. Can I make my own character?

Yes you can, but you can also claim a character. I'm currently in the process of making another Potter girl, so it's perfectly fine, creating a character!! Just follow the template and you'll be fine. :)
