First, some books in series are not released in all markets at the same time. For one example, Jo Nesbo's Harry Hole books were published in Norway first, then in the UK, then later, one at a time in the US. Only some of the series were available in Audio in the USA for awhile, though now they all are. Better late than never.
Second, sometimes an author changes publishers mid-series and so you have an issue of rights and releasing the books from previous publishers as Audio recordings.
Third, some books in a series didn't do as well as others when originally published and so it's a financial conundrum whether or not to produce an Audio version.
Bottom line, Audible wants to sell recordings and I think they'd prefer offering an entire series if they can. Contact publishers and let them know you'd like to listen to a specific book.
This situation is analogous to what Amazon faces with books released for Kindle. If a publisher or author doesn't want to release a book in eBook form, or sets a high price, it's out of Amazon's control. They suggest customers contact the publisher.

I have waited for others, too, but they do turn up eventually; not so with Hamish MacBeth.
