Go With the Flow: that's always been Etra's motto. The citizens are a laid back, peaceful sort of people, watching life go by and occasionally testing the water, jumping in only if it's just right. Etra is governed by a selected group of officials, whose headquarters is under Riven's Lake, located at the center of the country. No one really knows what they do, or how they operate, but every few years or so a law comes out, not that important, mostly to assure the citizens they're still functioning.
Theft and murder is not a common idea in Etra, and there have been less than five crimes committed in the history of the country that have been recorded in the books. The books, officially known as The Histories, are kept under the Lake, also, rumored to be guarded by vicious beasts and mythological creatures in a cave hundreds of yards below the surface. Since they were made in Etra, the books are naturally water-proof.
Etra is made up of more water than ground, and the whole country is laced with waterways, canals, rivers, streams, brooks, and any other synonyms of river the citizens can come up with. Most of the time they spend their lives sailing and diving the many waterways of their beautiful country. Most people don't live underneath the waves, but a few eccentrics and really devoted citizens do.
Etra's main exports include clean/fresh drinking water and fish, and main imports come from Lectra (electric lights for powering underwater) and Terra (soil and rocks to create dams and fill up holes under water since so much of their land is used up as it is). So, naturally, those two are Etra's closest allys.
