the producers of the movie made him fix his hair like that...he wanted to cut it but for press reasons, they made him keep his hair like that. He has said numerous times that he hated it. And sorry to ruin the 100% Jacob love but I am all the way a Team Edward. I threw New Moon against the wall at one point. Sorry

Yeah it does. Unfortunately, Robert didn't have hair dressers with him and apparently did the best he could. As soon as it came out in theatres, he cut his hair and it looks much better for New Moon! :) http://www.newmoonmovie.org/2009/05/r...
