SciFi and Fantasy Book Club discussion

I read a book in the late 80's early 90's that had something to do with a turn of the 20th century middle eastern type culture having to fend off something like a British colonial type culture, and they did it with the help of a localized technology curse that made it more likely for complex machinery to fail the closer the invaders got to their city. Ring any bells?
