I'm not sure about this one especially since Irving is as bad as the rest of them at the end. Is it because of the relationship he had with Harry's mother maybe.

I agree. He seems to be very accepting of Harry and his unconventional behaviour. Maybe it will unravel later.
We seem to be aboard the same train on this question; I wonder what the future holds on this part of the story?
I agree with everyone. I think we'll get more information about Irving's relationship with Harry in future books.
It seems to me that Irving has finally accepted that Harry is a good man and a good cop and the department is better off with him in it. At one point, Harry admits that they have a grudging respect for one another now.
