What was the deal with the ghost that comes to Henri with a baby and slits the babies throat? How come the began that then totally dropped it?

I felt that there were a few more instances where incidents were cited which were just dropped, a less stronger example than the ghost could be Gay disappearing, then been mentioned in a line towards the end. I forget, but there were other characters which were brought in for unclear reasons.
