What's the Name of That Book??? discussion

I'm seeking a book that was newly published in mid-late 90s or early 2000s. Urban fantasy - there are mutants in society (it isn't the X men, but a urban world like that) and a goal to keep the mutant criminals down. This isn't a spoiler, it happens early in the book. A cop? stops a what he thinks is a crime by shooting or otherwise killing what he thinks is a mutant, to discover that he killed an angel. Written for adults, but could be read by teens.

Nothing ... maybe I dreamed I read this book!

Sorry; only "angel gets killed" story that comes to mind doesn't fit; we don't know who did it till the end, it's a short or novelette or something, and it's about another angel investigating the murder. Neil Gaiman's short story "Murder Mysteries" in his collection Smoke and Mirrors.

Maybe when my Google-fu is feeling better...

The only book series that I know of with anything even remotely the same is Nalini Singh's Guild Hunter series. Angels' Blood is the first. But it's too new for your book.
