its up to the individual reviewer, as a group we can't dictate what star rating a reviewer gives a book. Saying that, I'd hope that our authors are savvy enough to make an informed decision about the ratings they give.
Personally, I usually rate according to the different systems, and yet amazon still considers a three star review as a negative one...
