The sewers, originally, were the cellar of a fort in the kingdom before the revolution. When the Ten took control, they leveled all of the above ground parts. The cellar was then closed off and largely forgotten as the sewer was built. However, about 50 years ago, the resistance discovered it and began using it as an underground base for storage and a meeting place to plan covert operations.
