It's in paragraph 13. Many copyright owners feel that gives too many rights to copyright infringers.

Janet Doolaege | 56 comments How could copyright infringement reasonably count as innovation? Surely it's the opposite. It's hard to know what is intended here.

Edward Wolfe (edwardmwolfe) The context has nothing to do with copyrights that I can see and it's as vague in context as it is out of context.

"Innovation" is coupled with "creativity" so it's not anything anyone could be opposed to in the extremely generalized context of "internet governance."
