It can be both. Jack O'Lantern, same as Green Goblin and Hobgoblin, use flying airborne discs, so in the spirit of that both count.

As long as they have some discs or technical devive underneath them that makes them hover it's fine. An airship purely being kept in the air by a balloon wouldn't count though. It should be in the spirit of a hovercraft.

"As Rinn pointed out, the scales should be scales of justice to fit with the lawyer theme. I'd say the steampunk goggles are unorthodox, but they seem to be shaded, so they count.
