If you feel up to the task, here are your requirements. Moderators approve characters but i can always have a say if i dont agree. If i feel the character needs some improvements, i will say so, otherwise all moderators have the ability to approve characters, but remember i can always have a final say.

When deciding to make a tab, talk with me first before creating a tab(Dragon), i find it rude if you make an action without discussing it with me first. I wouldnt do it to you so i do not wish it done to me.
