What's the Name of That Book??? discussion

This is a sci fi paperback published before 1989. The novel is about the future where the whole world or USA is polluted wasteland almost unlivable. But the Native Americans have developed a technology that allows them to live inside cities that have purified air and everything is growing green again and these enclosed cities block out the pollution. So basically everybody is living in the wasteland outside and the Native Americans live in enclosed environmentally controlled pristine cities through technology they invented.

The book was published before 1989 but after 1979, definitely NOT from the 1960s.

Svaha by Charles de Lint?

It reminds me of a few of the shadowrun books. There based on how an Amerindian kick started magic. There's technology and magic shadow runs too.
