What's the Name of That Book??? discussion

There was something wrong with the sun on earth (people had to wear bubbles or something) and a family had moved to a new planet. I think the main character was a teenage girl. There was controversy about a medication people really wanted them to take, and there were creatures (deer like?) that run around. In the end you find out that when they don't take the medication, the people turn into (or mind meld with maybe?) the creatures that are running around, and kind of watch.
There's also a bit where one of the neighbors puts something in the main character's drink and then later he is accused of molesting her by someone who witnessed it while in the form of one of the creatures.

Was it YA or adult? When did you read it or when was it published? Author male or female? Remember the cover?

I read it back in the mid-90s. I feel like it was an adult novel, because the themes got pretty dark towards the end with the rape accusations. I don't remember anything about the cover or the author though. Sorry.
