Goodreads Authors are only given limited librarian rights. I don't know if editing quotes falls under those rights.

But he can be both GR author and librarian (if staff grants the status)? At least, that was my impression.

I guess it's probably technical reasons. And sometimes authors do unacceptable edits, but let's not discuss that further, it can't be productive :)
