She is taken in by other people that have powers. She is taught to control her powers. Whenever she uses her powers she has to reach into the darkness in her mind. She goes on missions to help her friends. They're based underground. That's all I can remember

More specifically, the main character in The Young Elites has the powers you describe, which are associated with her feelings of fear and anger (she was abused as a child). She is taken in by an organization that trains her to go on missions with them, and their headquarters are in catacombs underground.
I guess this should be moved to "I guess we'll never know." Frustrating...
