Well, we do try to do these thing by consensus whenever possible. And I'm definitely the lowest tier of PTB. ;)
IMO, the only times an alternate title should be listed in the book's title field are if it is on the cover (which does happen sometimes in smaller type), or if there is not another edition linked with the other title.

In particular, I'm looking at A Darker Place by Laurie R. King, which was published as The Birth of a New Moon in the UK.

Correct, although a Librarian's Note to that effect can be useful to avoid accidental uncombinings.
I've been leaving both since you can only see the description when you are already in the book. Thought it might be helpful to be able to see both titles.
My guess is that depends most on the search engine. If a person searches by the alternate title of the book, in your case "Secret Countess", will they find the book if alternate title is only in the description?
