Try "Making the Atomic Bomb" by Richard Rhodes
Winner of the Pulitzer Prize, the National Book Award, and the National Book Critics Circle Award.
It's not short, but it's the difinitive story.

The Making of the Atomic Bomb: 25th Anniversary Edition

American Prometheus: The Triumph and Tragedy of J. Robert Oppenheimer is very good also, though not specifically about the Manhattan Project.
