I'm not sure she thinks of anyone outside of her class as human.

This is about aristocrats and their total regard for any other human being.

The servants seemed to work day and night. They were expected to do anything for their employers.

Merteuil is blackmailing Victoire as she knows about her love affairs she knows Victoire will cover for her rather than risk exposure.

In terms of other servants they are there at the beck and call of the masters to do whatever needs doing including delivering love letters.

I agree with Book in particular, the servants obeyed instructions, even if it meant seducing a fellow servant. They did not appear as characters in their own right.
