The Witches question

I don't remember the name of the book, but I used to read it all the time as a kid. It was about these three kids who live together in a foster home. One kid is a girl who is really outspoken about everything, another is a boy who is in a wheel chair because his legs are broken, and the third kid is also a a boy you yells all the time because the previous people he lived with were both deaf. Anyways, the boy in the wheelchair ends up in the hospital because of his legs, and his foster brother and sister come to visit him at the hospital with I think either one or two puppies. I think the boy in the wheelchairs name is David. I don't remember the girl's name, or the younger boy's name. If anyone knows the name of the book, and who it's by, I would really appreciate the help. Thank you in advance.

This is not about Roald Dahl's The Witches. I just want to know the name of the book that I am talking about.
