I think Jane is a nice person. However if you're looking for characters who aren't "too nice" this probably isn't the right book for you. If you want more realistic and less nice examples of people try Wuthering Heights.
But then I don't like pride and prejudice and Wutheirng Heights is my favorite, so I see where you're coming form.

She's too nice, but then again, she was a poor maiden waiting for a match to allow her and her family to rise socially.

The sad thing about Jane is we don't learn more about her. We don't get to learn what makes her tic, like we do Lizzy. We only know about Jane through Lizzy's perception, how she knows her.
I don't think Jane is too nice. I think she tries very hard to see the good in people. Sometimes that blinds her (see: Caroline Bingley). But she's doing what she thinks is right. She has a good head on her shoulders. She is the eternal optimist who never wants to put people out and wants everyone to be happy.

As the eldest, and the more socially eligible of the sisters I felt that she had the weight of expectation on her, and on top of that I think she is meant to be an introverted woman, and so her irritating politeness is just how she feels she can best appear to her insular world of dancing, and socialising.
Wasn't it Mark Twain who said of Ms. Austen "Every time I read Pride and Prejudice I want to dig her up and beat her over the skull with her own shin-bone.”
