"OK SciFi experts, what was the book written in the 1970s about the Medean/Median civilisation (Persia) not collapsing in the 6th century BCE?"

Where neither the Eastern Empire of Rome or Persia collapse. Although it is told mostly from the Byzantine side of the coin.

Unfortunately that's not it. I read the book I'm trying to recall in 1977 - 78. It was a speculative history/fiction about the Medes not collapsing, and then dominating the world, so Greeks didn't get a toehold, Medes inventing science, etc.
