Colonel de Luce's "forgive me" comment

What do you think Colonel de Luce meant when he said "Harriet, my heart, forgive me, it was I"? One possibility is that he was the traitor that Harriet was sent to find in Singapore, but that's a bit of a stretch. If he had been working for the Japanese, why would Dogger have had to save his life?
Or maybe the British didn't know Col. de Luce had become a prisoner of war, and just thought he went AWOL and become loyal to the other side...

I don't know. It is bugging me, but I don't think he would betray his country. I hope we find out in the next book. (Also, did you hear that their making a TV series for these books?)
I think as in many cases when a loved one dies you tend to blame yourself. I think that's what he means.
