Chinese authors: which rule does GR follow?

In this case, it seems there are (at least) two authors with the same name. The tea one, with Pan Wei on the covers, and another one writing about Propensity Score Analysis, with Wei Pan on the cover.
And maybe a third one writing about ceramics?
I would move the tea books to Pan Wei and leave the rest.
I wanted to add a book on tea in my read list (Oolong tea by Pan Wei) and I realized there are two record by apparently different authors. https://www.goodreads.com/book/show/3...

This mistake is due to the way the author name has been written: in Chinese usually they write surname first, so Pan is the surname and Wei is the name. One records follow this practice, the other has 'westernized' the author so it's name +surname.
So, what rule do we follow? And how do we correct this 'mistake'.
Thank you
