Read Chapters 2 - 4.

In Chapter 2, Rothstein comments how public housing created specifically segregated neighborhoods. These neighborhoods continue to persist despite the change in public housing development. How can we work to integrate neighborhoods without changing culture that has developed over time?

In Chapter 3, zoning is discussed that continued to put individuals from minorities at a disadvantage. Given the past circumstances, how can we work to change the circumstances and lift people up equally?

In Chapter 4, Rothstein comments on the disadvantages that minorities faced when attempting to own a home and how it became virtually impossible. Owning a home is not only an American dream for most families, but a way of earning wealth. How do we create an environment where owning a home is possible?
