What's the Name of That Book??? discussion

Hi. I'm looking for a book I read in middle school. It is sort of dystopian mixed with a false, forced utopia. It's set in a futuristic city, all civilians are required to wear steel ID bracelets that let them check in from place to place, and get daily injections of "something" that keeps them complacent.

The main character finds clues left around that lead to an island that's been set aside for those who figure it out, to protect the status quo. The people on the island call newcomers "Steelies," and consider them to be lower class. I never got to finish it, and have wanted to for about 20 years!!

Sounds more like This Perfect Day by Ira Levin to me. TV Tropes mentions the "steelies" and it shows up in a Google Books search for that book too.
