Addicted to YA discussion

I read a library book during middle school in the late '90s, and I haven't been able to remember the title or author for years. All I remember is that the girl was in middle school or high school, and her dad picked her up from school at the beginning of the novel. They were running from a group of men who wore black suits, and her dad made them new IDs at the local library. Does this sound familiar to anyone? This YA novel has been haunting me for years, and I'd love to remember what it was! Thanks!
