Xang Xu seemed to be able to elude detection at will. Was he that good or was it a weakness in the surveillance?

I thought it was a weakness. He watched everything it seemed.
He knew what hotel room she was even in.

I just couldn’t figure out why they couldn’t get a lead on this guy. And, it seemed kind of easy for him to get access to Rachel. This guy was on the FBI Most Wanted list as a domestic terrorist and they seemed to be at a loss.

I agree also, Jonetta. I couldn't understand how it was so easy for him to get Rachel's hotel info. Wouldn't they have had her registered under an assumed name?

Xang seemed to be able to move around at will. I think he was pretty good and also there was a weakness in the surveillance.
