Few years ago I have a read a spy thriller that involves two brothers working as spies. However, both are undercover. I will leave the basic premise of the story below. Please help find the name of the book if you know.

Premise:

As kids, protagonist and his brother were sons of a spy-officer. An incident happens during their childhood. They go for swimming in the sea, they try to reach a small island few distance away, The protagonist's brother feels it is not safe to swim to the island but the protagonist insists on swimming to the island. The protagonist's brother agrees and they start swimming to the island.

In the drift, the protagonist being younger is left behind. The currents being particularly strong that day, protagonist gets tired and disoriented when he overcomes by a school of jellyfish. The protagonist would have died but gets saved by his father. Sadly, in this process the father dies.

This incident leaves the protagonist shaken and changes his relationship with his brother. The relationship distances and deep down the protagonist feels responsible for the death of his father. And therefore, the protagonist strives to succeed and become a spy for his country like his father. Even though the protagonist is good, his brother is always a step ahead of the protagonist in everything.

The protagonist's brother becomes a spy like his father but the protagonist doesn't make it. The events of his childhood work against him and the agency rejects him. However, the protagonist doesn't give up. He keeps trying and finally he manages to land up a desk job for the agency.

The protagonist's brother is transferred to England to be part of Viper a department formed to hunt a most wanted terrorist.

The protagonist is meanwhile transferred to some gulf nation where he tracks down a terrorist group and their he doesn't kill a small girl despite the orders from the agency were to kill the girl. Because of this, the protagonist is asked to leave the agency.

The protagonist leaves the country and settles in another country as a professor by taking up a teaching job.

Meanwhile, back in London, the protagonist's brother assignment was to get close to the daughter of the terrorist and find out more about the her father. However, the protagonist's brother gets close to the daughter of the terrorist and their relationship gets strong and they fall in love. The protagonist's brother in this course realizes that the daughter of the terrorist was against her father and wanted to break up the organization.

Viper department gets information through the protagonist's brother about a wedding party of the terrorist's son and the terrorist they are looking for will be present at the party. Over protagonist's brother objections, Viper bombs the entire wedding killing everyone.

The protagonist's brother soon learns that the terrorist is still alive and it turns out the terrorist never attended the wedding. Someone from MI-6 had leaked the information about the strike in advance. But despite knowing this, the terrorist does not inform the people attending the wedding party. The deaths of so many people would inflame tensions, create martyrs and strength the terrorist's position.

In the strike, the terrorist's daughter also dies. The protagonist's brother blames himself for this tragedy and calls his brother who is another country settled into the teaching job. In the call, the protagonist's brother tells the protagonist that he loves the protagonist and he never thought the protagonist was the reason for their father's death. He tells the protagonist that he is going to commit suicide.

The protagonist then tries to convince his brother to stay alive and makes a plan. The plan includes the protagonist's brother will fake his death by setting himself on fire and then the protagonist's brother will infiltrate the terrorist organization. And the protagonist's brother will leaves clues for the protagonist to get to the organization and kill the terrorist and end his organization together. The clues are left through encyclopedia etc. These clues are from their personal memories. Such as dates.

The protagonist follows these clues and reaches his brother and together they destroy the terrorist's network.

So, this is premise/story that I remember reading. Please help me find the name of the book. Or please suggest me books with such premises where the protagonist follows clues.
