It's going to be rather difficult for the police to identify someone taken into custody if the person's face isn't showing! So, no, unfortunately, that's not going to work.

Unfortunately, that won't work. The portrait artist needs at least a hint of eyes, nose, and mouth, even if they're in shadow. Just the eyes isn't enough to go on.

The rogues' gallery is a collection of photographs of known criminals and suspects kept and used by police to identify people taken into custody. Help create an SRC rogues' gallery by reading a book with the MPG Mystery, Thriller, or Suspense that has a portrait on the cover. For the purposes of this task, a portrait is defined as a painting, drawing, or photograph of a person depicting only the face or the face as well as the head and shoulders.
