What is the name of the book where there are mermaids who's souls are the drowned enslaved Africans? I thought I marked it, but I can't remember the title!

Other books with water creatures that I really liked and would recommend are:
The New Moon's Arms by Nalo Hopkinson
Swim the Moon by Paul Brandon
Something Rich and Strange by Patricia A. McKillip
The Changeling Sea Patricia A. McKillip
The Brides of Rollrock Island
Selkie Dreams

All, except Changling Sea involve Selkie. Selkie dreams is realistic historical fiction but influenced by selkie mythology.
I actually did not like Brides of Rollrock at first and it took me a while to get into it. I found the writing style confusing, but by the time I finished my overall impression was positive.
