What's the Name of That Book??? discussion

I've only read a summary, not the whole book.
The only thing I remember is that it was about a young girl who lives in a world where everyone has magical powers but she has none. It was described as some reverse Harry Potter of sorts.
I think it was a children's/middle grade book with the possibility of it being YA.
I can't really remember what year I read the summary at all but it was a while ago. More than 5 years ago, with a possibility of it being even as far back as 10 years ago and more. I don't even remember if it was a new (at the time) release or not.
